Call for Applications for the IHE Delft Young Water Diplomats Programme (Full Coverage) in the Netherlands and India

The call for applications is open for the Young Water Diplomats Programme which has been designed to increase an interdisciplinary understanding of transboundary water challenges and advance tools for water cooperation and diplomacy in addition to strengthening professional networking amongst the next generation of prominent water and environmental diplomats. This is an on-campus course that is intensive and highly specialized. The scholarship is offered to eligible candidates. Information Regarding the Young Water Diplomats Programme

The proogramme is set to take place from January to July 2025. It will carry a six-month duration. While the programme lasts, the participants will get engaged in both online and in-person learning activities which consist of reading assignments, lectures, group work, and discussions with experts.

The programme is a true fit for early career diplomats engaged and/or interested in international water and environmental politics with a background in international law, foreign affairs, or international relations.

Programme Content for the Young Water Diplomats Programme

Online and in-person learning activities consisting of group work, reading assignments, and discussions with experts will be the content of the programme.  Leading academics will deliver thematic lectures together with interventions from practitioners. There will be interactive meetings with diplomats who are experienced in the fields of water and environmental peace-building.

There will be bi-monthly webinars to be conducted online throughout programme’s duration. Additionally, there will be two face-to-face workshops to be conducted in Delft (The Netherlands) and New Delhi (India).

Programme’s Requirements

There is a set requirement for the participants i.e., they need to spend around 4 hours per week to fulfill the minimum requirements of this programme. In the CET time zone, webinars will be conducted twice a month on work days during working hours. Besides, physical travel will happen to the Netherlands and India for the in-person meetings set to take place in March and June.

As far as the average monthly workload is concerned, it is 16 hours that include the following mandatory activities:

  • Preparatory readings.
  • Participants are required to show their active participation in two webinars per month (such as discussions, lectures, presentations, and other activities).
  • Self-paced individual assignments need to be fulfilled.
  • Contribution to group work.
  • It is also mandatory to participate in two workshops in Delft and New Delhi (March and June 2025).

Eligibility Criteria for the Young Water Diplomats Programme

Applicants need to fulfill the below-mentioned requirements to be eligible for applying to this opportunity.

  • They must have at least a Bachelor’s degree in the field of social sciences preferably in international law, international relations, or related subjects.
  • They must be at an early stage of their career. Priority will be given to those applicants who are under 40 years of age.
  • The applicants are experienced (have experience) in the field of foreign affairs, international relations, conflict resolution, diplomacy, and cooperation preferably in water or environmental-related issues.
  • They must be proficient in the English language (they must have the ability to read and understand academic lectures, and have the ability to articulate thoughts clearly).

Programme Costs

The fee for the programme is 1400 Euros exclusive VAT. This fee does not include visa, travel, insurance, accommodation, and living expenditures for the face-to-face meeting to be taken place in New Delhi and The Netherlands.

Funding and Scholarship Availability 

For the Young Water Diplomats Programme, the funding and scholarship availability are there provided that the applicants meet eligibility. It is worth noting that a limited number of scholarships are available for applicants who are from low-and-middle-income countries by the IHE Delft Water and Development Partnership Programme (DUPC3) under its project of Cross-regional learning for transformative water diplomacy (CroWD).

Those who are selected for the scholarship will receive the following:

  • Coverage for tuition fees
  • Roundtrip airfare to New Delhi (India) and back from the closest international airport in March 2025
  • Roundtrip airfare to Amsterdam (The Netherlands) and back in June 2025
  • Visa application fees
  • Accommodation
  • Local transportation
  • DSA for both trips

Note: There will be coverage for insurance fees for the period of travel and participants’ stay in Delft and New Delhi. Applicants can see the OECD’s latest DAC List of Official Development Assistance (ODA) for Recipients eligible for the scholarship facility. Those applicants seeking scholarship facility need to indicate whether they wish to apply for a scholarship in the application form. These applicants (who are seeking a scholarship) will be required to provide a formal confirmation form from their employer that states they are available to participate in this programme and they will be able to devote the time required for the fulfillment of the Young Water Diplomats Programme.
